The Cook County Assessor's Office administers the Affordable Housing Special Assessment Program (AHSAP), which incentivizes the rehabilitation and new construction of multifamily residential properties to create and maintain affordable housing. This program establishes assessment reductions for multifamily rental developments.

Tier 15 provides a 25% AV reduction for properties in which 15% to 34% of the dwelling units rent at or below 60% of Area Median Income (AMI).
Tier 35 provides a 35% AV reduction for properties in which 35% or more of the dwelling units rent at or below 60% of AMI.
